I believe anyone interested in a CMS should take a look at OSCOM, which is Open Source Content Management. In particular take a look at the CMS Matrix selection.

Based on my reading in the OSCOM CMS Matrix area, I believe a reasonable objective for the Wiki CMS is a "Personal CMS" or "PCM" portal. Many similar Wiki CMS portal projects are under way all over the world, as near as I can tell from what I have read so far. The reason there are so many is that each is focused on a particular set of users and the Information they want to manage. Lots of snowflakes in the making.
